Technology information revolution make the world economy development mainly basing on intelligence, today knowledge is the only affective resources, the traditional factors of production - land, labor and capital, have become the second, though not disappearing, Knowledge as a production factor , the contribution to the economy is becoming bigger and bigger, knowledge-based economy as a mode of economic growth, its development has been increasingly depending on knowledge that the most important resource, so Knowledge--based employees have become the main driving force for scientific and technological progress and knowledge-based staff has been considered as the leading economy power.In the era of knowledge economy, competition among enterprises will ultimately depend on knowledge-based employees to achieve, which allows us to manage the knowledge-based staff well. Among these the knowledge of the core staff is the most important, they created 80% profit, when lost ,their damage will be more serious .This forces us to have to seriously consider about how to retain the core technical staff to reduce their risk of loss.First of all, the goal of the article is to design the more effective methods through technology program to reduce the risk of the core staff. and to enhance their loyalty to the enterprise so as to enable them to create greater value, so that for management of the core staff, enterprise can be in a more proactive position, business eventually form a win-win situation between core workers; second of all, by the excavation of the key characteristics of technical staff ,the study subjects can adjust properly. In the past study on the initiative and the behavior of employee turnover intention, learners often concerns about the other consequences that is, the suspension of knowledge and the loss of core knowledge which is not partful. Making knowledge in decision-making, opening up a new view , considering the outgoing staff as a valuable wealth of enterprises by the deep analysis of the reasons for staff, put forward a better management strategy about how to retain staff and control the loss risk, with a view to a affective role for the development of enterprises.This paper combines the use of reasonable theory research and case studies and qualitative and quantitative research. first of all, collect some theory, such as human capital theory, workers flow theory, the core staff research studies and the knowledge management theory and on the basis of these, point out theirs strengths and weaknesses; then point out what is high-tech enterprises, next using of the data to demonstrated the high-tech enterprise mobility trends and the status to do enough ready for the depth analysis about the impact of high-tech enterprise; at last the article concludes set up the model and in detail through the process of application and proof of the case to make the article better.The articles about high-tech enterprises are very much, but they often pay more attention to technology aspect not to the staff aspect which is unable, so this paper will resolve the problem from supplying and remaining core workers to make loss least.
