Paper industry as the basic material plays an important part and involves the culture, education, technology and other areas. Although Chinese paper industry starts up later, it expands quickly, and China is also the main output, consumption and trade country in the paper in the world. China has reversed the situation and supply is more than demand. With the improving capacity, China runs the risk of capacity overplus, and how to resolve the issue is becoming the tough problem.Based on the international competitiveness research of experts from home and aboard and the actual conditions of Chinese paper industry, the system of the international competitiveness of Chinese paper&cardboard is established. Compared the Chinese paper trade structure with the world paper structure, concentration of market structure is different, and the product structure concentration is basically same.Based on the empirical CMS model analysis on the growth effect of China's paper exportation, the conclusions indicate that the increase of export competitiveness plays the most important role,and the positive effect of market scale has increased in a certain, but the market and product distribution effect embarrasses the export. By the indicator system calculation, the paper industry had grown quickly since 2002, but the Comparative advantage is weak and the competitive advantage is better.The dissertation, which guided by the Industry International Competitiveness Theory created by Porter.M.E, set up the Chinese paper international competitiveness mechanism structure, the innovation and cost make connection of the elements, need, company and relative industry. According to the problem in the Chinese paper competitiveness mechanism and used international developed experience for reference, and pointed out general developing and practical suggestion for the competitiveness rising.
