| Land is a non-renewable resources, also is an important factor of production for economic development, land allocation of resources is related with not only to the national economy and sustainable development, but also to the survival and development of future generations. Including urban and rural construction land structure and layout optimization is an important means to achieve sustainable use of land resources and a basic, necessity of work for socialist new countryside construction and urbanization process. In this paper, the coordinated development of urban and rural is the target, optimum arranging all types of construction sites, fully realizing the optimal adjustment goals of the structure of urban and rural land use. Through this research in Yanbian Korean Autonomous Prefecture, this paper proposes the regulation of urban construction land, adjust the structure and layout of urban and rural land use objectives and policy recommendations, which can improve the content and methods of the urban and rural construction land, Provide a scientific basis for the land use planning program to identify and the government decision-making, and give full play to the role of land-use planning, provide theoretical guidance for sustainable development of land use, promote the harmonious development of Yanbian urban and rural land.This paper analyzes the domestic and foreign research progress in the structure and layout optimization of the construction land, and explain the characteristics and existing problems about our country the current layout of urban and rural construction land, such as: over-expansion of the scale of urban land, cultivated land occupied more; urban land-output ratio lower; urban land irrational; land layout of towns and villages is scattered, dispersed disorder, extensive use is serious; the direction and scale of urban land use lost control and so on.Then, this paper conduct the conceptual analysis of the urban and rural construction land structure and layout, clarifying the urban and rural construction land, construction land structure and layout, layout optimization and so on, various concepts of the specific meaning, and explains the theoretical basis of the construction land optimized layout, such as: land economics, land rent theory, location theory, urban and rural theory, principles of land scarcity, sustainable land development principles, the rationale of the scientific development concept.This paper introduces the Yanbian'location, administrative division, traffic conditions, natural climatic conditions, socio-economic conditions and other conditions, and analyzes the construction level of Yanbian's cities and towns. Yanbian'urban layout is basically reasonable, the urban systems have basically formed, the pace of urbanization is accelerating, the urbanization of Yanbian has entered the intermediate stage. Although the urbanization level in Yanbian is high, but the quality is low, its urbanization is not supported by economic development, is the advanced deformed urbanization, there are some issues, such as,the scale and structure is not reasonable, urban system is difficult to create strong the overall function, urban infrastructure is backward.Based on the land use change statistical data (1996-2005), the current situation of Yanbian'structure and layout of urban and rural construction land was analyzed and evaluated, so that, Yanbian'total urban and rural construction land has a increasing trend, the growth mainly for urban construction land and Independent mining land, a slight increase of town's construction land, rural residential construction land shows reduction.To predict the structure and scale of Yanbian's urban and rural construction land, in the planning stages of population data must first be predicted. This paper uses the integrated growth rate method, the average growth rate of stage and time series prediction method to predict the total population of Yanbian Korean Autonomous Prefecture, and then according to the percent of every city or county in the state population, calculates the number of population in every city or county after adjustment; on the basis of the urbanization rate in the total population, forecasts the city and town household registration population of Yanbian and Various counties and cities; respectively makes use of the exponential growth model, block growth model (logistic model), GM (1,1) model for forecasting the population of every city household registration, and get the town population by the city and town population minus the city registered population; with the total population minus the number of household registration of the city and town population reached rural household registration. The article also predicts the floating population and the "amphibious" number of the population. Eventually, the predicted total population of Yanbian in 2010 will be 221 million, for the year of 2020, will grew to 231 million.Combination the present situation of urban and rural construction land in Yanbian and the predicted data on the population, respectively, in the light of the city registered population and floating population per capita construction land indicators, planning per capita of the main land single index, the ratio coefficient between the residential land and other land, the urbanization process, we use the above four methods to predict the scale of urban construction land. Then, based on per capita construction land, the town of construction land is identified. Using of amphibious population, rural registered population and correlation analysis of rural residential construction land,we predict the scale of rural residential land for construction, but also by the method of average growth rate to predict the scale of rural residential construction land. On the basis of annual growth rate of the independent mining land, the article predicts the scale of its construction land.Finally, through the summary, we get the scale of urban and rural construction land in Yanbian and its counties and cities in the planning peroid. Meanwhile, as a result of forecasting the new added urban and rural construction land and the reasonable scale of cultivated land occupied, so we konw a large part of the new land for construction coming from cultivated land. Obtained through the forecast, the total area of Yanbian urban and rural construction land should be controlled less than 58,670 hectares in 2010, the new added construction land area will be under 4280 hectares, taking up 2,562 ha of cultivated land within the control.In 2020, the area of urban and rural construction land area is 62010 hectares totally, new added construction land area will have to be controlled under 6932 hectares, taking up less than 4,054 ha of cultivated land.This paper introduces the structure of the layout of urban construction land use methods and considerations, describes the layout of Yanbian the principle of land for urban and rural construction, and how the distribution of economic, industrial and other effects.According to forecasts the results and the development needs of Yanbian state economy, the article's final proposed optimized structure and layout of urban construction land of the measures proposed include increase urban and rural land Xiaoshuai, Yin Dao spatial development of urban and rural areas, the implementation of urban construction land construction land increase in Nong Cun Jian Shao linked to other related policy measures.This article describes in detail the current state of development in Yanbian and problems of the urban and rural construction on the land in Yanbian qualitative analysis of the structure, but also a variety of forecasting methods using quantitative analysis of the principles according to the layout of urban and rural planning period Yanbian construction site was optimized layout, and for the specific circumstances of Yanbian puts forward policy recommendations.
