Chinese private technology enterprises have been gradually grown up with the development of'reform and opening up'and socialist market economy, also with the guidance of a series of preferential supporting policies. Currently, private technology enterprises have been the dynamic, competitive and potential new force in our technology innovation and development. It has been the key power to drive the scientific and technological progress and technology innovation. As the main enterprise resource, human resource plays a significant role in the enterprise operational growth. During the three-decade development, human resource management in private technology enterprises has been greatly developed under its own efforts and the support of government's macroscopic policy. The focus of policy and congregation of talents effectly accelerate the progress of private technology enterprises, and strengthen the company competitiveness and vitality. As a city whose private technology enterprise is under high development, Shanghai always place emphasize on human resource management in this kind of enterprise. Preferential policies have been promulgated to promote the talent introduction and cultivation, accordingly have achieved large economic effects. Private technology enterprises have been the new force of high-tech industry in Shanghai and main energy to impluse regional economic growth.This article gives a further analysis on private technology enterprises development by taking Jiading'Little Science and Technology Giant'project as an example. Since this project firstly proposed by Jiading district government has been promoted by Shanghai municipal government, this kind of enterprises has a great progress during these years. And enterprises'human resource management as well has achieved many results under the support of public policy. However, from the prospect of private technology enterprises, existent problems can be found such as talent introduction, adoption, cultivation and talent service, etc. That is, high cost of talent introduction, restriction of household registration policy, limited environment for talent development, inadequate support from government on technology talent cultivation, lack of talent training methods, problems in stimulation and guarantee on talent service and intelligence property rights protection, etc. Above problems are mainly due to the limitation when government setting public policy on human resource management in private technology enterprises. Firstly, random method in setting policy, lack of entire layout and impefect of context. Secondly, household registration policy restricts talent introducton. Thirdly, management of technology talent is not balanced. This article will then give some recommendations on how to solve these problems in public policy. The most important way is to optimize the talent introduction policy, adjust the existent introduction policy which is based on residence permit, at the same time increase the preferential support on talent residence, achieve the talent congregation through a complete system. Then further improvement is needed against the existent policy of talent cultivation and adoption. More publicity can be used, the government must put more efforts in education and training, extent the channel of training, properly use the existent talent and fully exert their competence. Finally, in the field of service policy of technology talents, the government should introduce policies to speed up the construction of the personnel service platform, improve the efficiency of public services, consummate the information service platform of the technology professionals, provide a better and favorable social security, technology protection and incentive policies for the technology talents in the enterprise. Through the implementation of these recommended policies, a healthy development can be promoted of human resources in private technology enterprises further.
