Based on the actual status of national port, according to the analysis of external macroscopical environment and internal capabilities of Panjin port, the themes of the paper such as the strategies situation, forecast of the throughput are studied respectively to confirm the development strategies and to advance relevant executing policies eventually.The analysis of port strategy state is the precondition and key factor of the development strategies. Adopting the analytical method of SWOT, the thesis analyzes the external strategy surroundings and internal strategy capacities, even the development trend. Moreover, it still point out the external opportunities or threats and the relative competing strengthes or weaknesses in order to guide the port to institute development strategies successfully and to make it feasibly. Expecting the enterprise to get continuable survival and development, the guiding thought to be investigated is what kind of strategies can be adopted to grasp opportunities and avoid threats, to exert strengthes and conquer weaknesses.The throughput forecast of ports is the foundation and account of research on development strategies. There are two sort of forecasting means including qualitative one and mensurable one used in this thesis to forecast the throughput. The mensurable forecast mainly uses analyzing means of regression matrix to forecast the sum-up of throughput, and those of oil, transport containers even else dispersive and sundry goods. Equally, it analyzes and studies the relative strategy capabilities of the port in order to obtain the greatest proportion between the requirement of throughput and the strategy capabilities of Panjin port.The core content of the paper is development strategies of Panjin port. Based on the analysis of external environment and internal competing capabilities and of the future forecast, the development strategies can roundly be discussed systemically, involved strategy object, strategy emphasis and strategy programming. At the same time, some main problems being faced with during the process executing its strategies will be discussed deeply, and the corresponding policies can be put forward. Because of applying some statistic materials of scientificity, veracity and rationality, the thesis can practically make some benefic reference on significance to the development of Panjin port.
