With modern information technology evolving and improving rapidly, human learning methods are going beyond traditional barriers quickly. Popularizations of advanced technology products, such as computer, internet, multimedia, and so on, make studying ways profoundly changed, and as a result E-Learning appears. This learning way is much more efficient, faster and more lasting than traditional methods. By using digital learning resources, digital environment, and digital learning methods, E-Learning can help people achieve goals of life-long learning.In the 21st century, information and knowledge are skyrocketing. Updating and innovation cycles are shortening sharply, which requires people with higher skills. As importance of manpower resources is increasing significantly, learning has become an urgent need for both individuals and organizations, and constructing learning society is becoming focal points among peoples. Learning society is a type of society where learning is free, convenient, intensive, and life-long, and its fundamental goals need to be harmonious, sustainable, and complete.Constructing learning society must increase investment on information network infrastructures and working conditions of knowledge transmission. Using digital learning platforms and digital learning resources can ensure citizens short-term and life-long learning mechanisms. People can rapidly improve abilities of learning and comprehensive skills, by constantly absorbing new knowledge, in order to overcome challenges in new environment, and to survive and develop better.Based on the above understanding, this thesis firstly studies current status of E-Learning and learning society. Secondly it analyzes digital learning method and character, developing status as well as learning society. Thirdly it qualitatively comes up with a strategy of using digital learning to construct learning society, including effectively allocating studying resources, using learning way, and building learning environment. Finally it analyzes a case of E-Learning and constructing learning college through a quantitative perspective. The authors use componential analysis to determine main influential factors of digital learning and learning society, apply return analysis to show the two main variables in the mathematical models, and then use relevant analysis to analyze and validate the importance of E-Learning on constructing learning college.
