Qinghai-Tibet Plateau is a plateau region in central Asia, which is the world's highest plateau with an average altitude of 4,000 meters, it also has a name which is the "Third Pole of the Earth". Qinghai-Tibet Plateau's special geographical location,history and social background make it has an important cross-regional position. It is not only the change and regulation areas of the Northern Hemisphere climate, but also the birthplace of China's major rivers. The ecological changes of Qinghai-Tibet Plateau in the environment is directly related to the country's ecological security. Therefore, to some extent, Whether resources, environment and economy are mutually coordinated is not only highly responsible for the healthy and coordinated development of the western region,the whole plateau region even the whole country's economic, but also responsible for the people's living standard in western minority areas. In addition, for the perspective of national policy, establish Qinghai-Tibet Plateau resources, environment and sustainable economic development strategy to achieve the region's economic growth and improve people's living standards in the area, which is also of great significance on China's western development strategy and the coordinated development of eastern and western regions.However, a long time due to various natural and historical reasons, although the state has invested a great deal of material and financial resources, at present China's Qinghai-Tibet Plateau is still one of the least developed regions. In view of this, this article started to analyze the relevant economic theory and the social development in Qinghai Province from the status of the natural environment of Qinghai-Tibet Plateau, current situation of economic and social, as well as the relationship between them. And used it as entry point to come out of the These theories of economic and social development in Qinghai-Tibet Plateau in the reference and practical significance, and further pointed out the development shortage of the Plateau, such as the development of the traditional "dependent" economic model, irrational industrial structure, the seriously ecological environment degradation, as well as undue emphasis on heavy industry but neglecting science, technology, education, health care and so on. And on this basis, pointed out that the regional economic development should make a combination between environment and economic. Also pointed out the economic development strategy of the Qinghai-Tibet Plateau under the new circumstances,such as more emphasis on transportation and other infrastructure construction, promoting Tibetan Plateau-carbon sink construction and promoting the sustainable development of eco-tourism. Concluded that Eco-economic development is an effective way to promote Tibetan areas'sustainable development. Innovations of this article is to apply the related economic theory to do the research. Author hopes to make the studies of the Qinghai-Tibet Plateau's resources, environment and economic development as a whole based on the the previous studies. Policy-makers should pay more attention on the things in order to maintain the ecological value of Qinghai-Tibet Plateau, and during the process of development, they should not only focus on priority to the development of a single industry, but rather to a variety of special natural environment for the industrial balance of the Tibetan Plateau focusing on economic development and ecological construction to maintain the dynamic balance between the two.Finally, the paper hopes to provide some feasible suggestions for the national construction of Western Development. At the same time, hopes to provide some reference observations on building new plateau countryside and improving the living standard of the people who live in the Qinghai-Tibet Plateau areas.
