On The Security Dilemma In Northeast Asia

Since 21 Century, Northeast Asia’s economy is developing rapidly. Paradoxically, the security crisis in Northeast Asia is becoming more and more outstanding. Therefore, many scholars turn their attention to the security dilemma of Northeast Asia.Based on the previous research, this thesis break the security dilemma into" system-induced security dilemma "and" state-induced security dilemma ",analyze their cause and give solution, respectively.This thesis divides into three parts.The first part systematically expounds on the present state of security dilemma of Northeast Asia. On the one hand, the most of the security problems are left by the Cold War, the heart of the problems is the "Cold War mentality" of America. On the other hand, there are some new problems, like territorial disputes and arms race. And we cannot ignore the role of America in every territorial dispute. Currently, except America, regional countries also deploy many warships and aircraft carriers in the Pacific Ocean Area. The danger is that the rate of the armament would destruct the peace of Northeast Asia.The second part explains the causes of system-induced security dilemma and state-induced security dilemma, respectively. System-induced security dilemma also known as traditional security dilemma, the most important factor of it is international system——uncertainty under anarchic international circumstances. Safeguarding state security of one country is benign, but this behavior is usually misread as hostile by other countries. Mutual military suspicion lead to lower safety standards of every country. In the Northeast Asia, the shifts in the distribution of power broke the balance of bipolar structure after the Cold War.The difference between "system-induced security dilemma" and "state-induced security dilemma" is the later emphasizes the subjective factors——the role of countries. Therefore, the benefit straggles of the regional countries are more important in Northeast Asia. A situation is normal in state-induced security dilemma that the hegemony use deterrence policy to meet the challenges of emerging countries. That is the real goal for American policy toward Asia. Japan urgently needs to improve international status along with the ups and downs in economic development. Korea tries to be free of its influence in recent years. On the other hand, Korea seeks the reassurance of America security for dealing with the serious deterioration of the situation on the Korea peninsula. Beyond that, the rapid development of Russia and China also worried America and its allies. The situation changes fast under the shadow of history and the game of present world on Northeast Asia.The third part analyzes the solutions for security dilemma in Northeast Asia. The lack of system causes the state-induced security dilemma, so we can reduce it by improving the security institution, building the trust between countries, and pursing common security. The ideological deference causes the state-induced security dilemma. So the only way out of the dilemma is building the common culture by economic exchanges and cooperation, and then developing the good relations between countries.
