Based on my sociology learning, I have conducted an integrated research on tobacco industry and the society as a whole, made full use of sociology-related knowledge, methodologies and basic theories in analyzing the advantage and disadvantage of China's tobacco industrial environment and Beijing Tobacco Co. Ltd after China obtained its WTO membership and studying the developing strategies of Beijing Tobacco in a new era. From the view of the strategic positions and importance of districts' & counties' tobacco companies, I have also deeply studied the relationship between performance management system and manager inspiring & regulating mechanism, between manager performance and corporation performance & implementation of corporation strategies, and systematically analyzed the challenges that managers of districts' and counties' tobacco companies are facing and the approaches to addressing those challenges. Based on the abundant research materials and literatures, I have used the sociological knowledge and modern human resource management theories and its practical experience, with reference to the reality of state-owned enterprise reform and Beijing tobacco industry, to apply such methods as analyzing, forecasting, traced researching etc., in writing my thesis paper. Here I have concluded as follows:1. After China's entry into WTO and the 16th Conference of National People's Congress, China's tobacco industry, which is in a society, is being confronted with a changing external world. Beijing Tobacco should make full use of its own advantages, try to raise the satisfactory and loyal level of clients & consumers to the largest extent, realize the long-term benefit sharing between company and clients & consumers by creating consumers' values. Meanwhile, it should also accelerating the strategic readjustment of corporation's organizational structure, and provide strong support to the strategic implementation of Beijing tobacco industry.2. The establishment of managing system on manager performance is a breakthrough to the issues on manager inspiring and regulating under the current system, and it is also a necessary choice to consummate the mechanism of manager inspiring and regulating. A managing system on manager performance has to be set up to steer the reform on manager salary regulations, to better the manager choosing system, and thus to realize the continuous growing of manager performance, and finally provide Beijing Tobacco strategies with guarantee and powerful support.3. Performance managing system is the core of human resource management system, the design and construction of which will have to stick to the fundamental object of "strategic implementation, raising performance, inspiring & regulating". According to the requirement of Beijing tobacco industries' strategies and using the basic ideas of balanced point-recording card to establish the key performance index system of manager performance management; proliferating the idea of all-round assessment, effectively acquiring the information required by performance assessing, bettering assessing approaches, reinforcing the credibility and effectiveness of assessment; making full use of the outcome of performance assessment, establishing performance feeding-back & communicating mechanism, and consummating manager salary mechanism and competing mechanism.
