The discussion of governance model has been existed and focused academically. The role of government changing from "vigils" to less control, and then to the " new public management", its theme always focuses on increasing the capacity of government services. The service-oriented governance is gradually becoming the value of administrative reform. And as one of the major governmental sectors, the functions of administration for industry and commerce are to regulate and keep market economic order. Therefore, the direction of business management reform is inevitably changed from regulation-based management to services-based management. In exploring building service-oriented government, the author explain the significance, content, functions, patterns and trails according to exploration and research of main routes and methods of service-oriented business practice, the example of building service-oriented business practices in Nanjing, and the theory and practice of combining perspectives on the building services-based government research. The article is divided into five parts. Introduction is an expression primarily on the research services of the background, relevance and the status of research. The author highlights that the transformation of government functions should be weighted, that the governance concepts and patterns should be innovated, that changing from unlimited government to limited government should be reached, and that the transition of the regulation-based government to the services-based government should be achieved. To build service-based business is an important administrative reform for achieving a major breakthrough for the construction of research and exploration for service-oriented government. It not only has the theoretical significance of the study, but also has very practical relevance to China's ongoing administrative reforms. In Chapter One, the author focuses on the need for a service-oriented government and urgency. According to the theory of the economic base determining the superstructure perspective, the author points out that the market quality is an important factor for the transition to the market economy system, and that it is required to upgrade the quality of market and to adjust the relationship between government structural reform and the adaptation to the market. From the government and the market relations in the context of continuous adaptation, the author notes that positioning functions of the government is necessary to overcome market failures. The government can not be ultra powerful and offside, nor to abstain and absent from their duties, even nor to abuse and mismatch. "Government failure" is the deep-seated causes of the transition government. From the starting responsiveness to the needs of the audience that the rapid growth in public demand profound changes and has become the existing transition pressure. Public demand changes, the expansion of the public services, and a comprehensive management system to accelerate the innovation are to maintain sustained economic growth, to address the complex social problems and achieving social stability and development of key initiatives. Chapter Two explains the definition, content, patterns and functions of service-oriented government, a summary statement highlights the construction services business and the importance of a service-oriented government, which is an important component of both the commonalities of all government services-based features as well as a distinct personality sector. The author focuses on the building services-oriented business significance, content and standards for the more detailed discussion in an attempt to outline the basic contours of the building services-oriented business.
