According to a recent survey, there has been a numerous number of civil servants who however has the lower sense of duty, less efficiency as well. What accounts for this case lies in the lack of encouragement mechanism. In order to greatly stimulate their active involvement in their service and initially improve their work efficiency, it is urgent that we set up a scientific mechanism of encouragement and it is one of the key research questions.Based on the hypothesis of the theory of human complex quality, three theories has been put forward. First of all, though there being complex human needs, basic needs are very significant. Based on Abraham Maslow's hierarchy needs, the author probes into the actual needs of the civil servants in China; What's more, by fully analysis of the encouragement mechanism home and abroad, the complex role encouragement mechanism has been explored. As is known to everyone, everyone can be changed and formed. Consequently, great attention has to be attached to the influence of education and environment.During the process of the study, in combination with the ancient China approach and modern foreign encouragement, six principles of the encouragement had been arrived at. That is humanism, respect and credit people; to suit people's proper needs; combination of the maintaining and stimulus; achievement-oriented fair assessment; combination of the positive and negative encouragement; accurately and properly of both encouragement and punishments. At the same time, we had better take the environment influence into consideration. As for, the approaches, they should be systematic and complex. by the analysis of the present civil servants encouragement mechanism , reasons resulting in all these has been detected of which 4 has been done in detail, that is : specific historical period, traditional idea influence of the feudality, incomplete application of the encouragement system and the surveillance. Then, we analysis the needs of the civil servant base on the theory of hierarchy needs. From that we study the motivation mechanism of Chinese civil servant from the 9 parts: employ persons; changing attitude system; surveillance; to assess performance; responsibility assigning mechanism. the encouragement of salary; properly of both encouragement and punishments; training system and environment influence. At last, we build the move and operate model of the motivation mechanism.
