The official system of examining and assessment is civil service regulations' important content. Speaking of the government, civil service inspection plays the very important role both in encouraging government work and in inspecting civil services'ability and work achievement. Thus this system always be taken seriously by various countries' government. At present, China's civil service system of examining and assessment's establishment from "National Civil Service Temporary Regulation"(1993) and "National Civil Service Temporary Provisions"(1994). During these years, China's officials'examination gained certain experience and certain achievements. However, it still have many problems and insufficiency which needs to improve a lot. On April 27th, 2005, the 10th Standing Committee of the National People's Congress 15th conference agrees "the People's Republic of China Civil service laws" which is China's first important law with the cadre personnel management general regulation. It shows the milestone significance in our cadre personnel system history. In 2007, "The Civil Service Inspects Regulation (Temporary)" comes on which means this inspect system make a big progress.This paper is divided into three main parts. The first part which includes chapter 1 and 2, expatiates status, characteristics, and problems of current civil servant assessment system. It then analyzes the reasons for these problems through exploring law system, traditional culture, social psychology, and subjective- impersonal aspects. At last, it presents the main issue: How to improve current civil servant assessment system. The second part includes chapter 3, which using comparative analysis, introducing foreign assessment theories, and analyzing some assessment cases of France, German, USA and Japan, gets useful experience for reference. It also introduces new explorations of assessment system from Shanghai, Shenzhen, Chongqing, and Qingdao Shibei district, through introducing these explorations, this paper point out common abuses and obstacles in assessment system, providing demonstrable proof for further study. The third part, that is chapter 4, which discusses countermeasures and strategies of assessment system of civil servant, is the emphasis of this paper. It aims to get new development both in theory and implements to instruct assessment practice, for this purpose it raises several methods that include implement of Balanced Scorecard, setting reasonable assessment procedure, completing assessment system, completing supervisal system, completing law system of assessment,in order to make breakthrough in theory and practical application and guide the work practice much better。...
