Content:the balanced development of compulsory education is the essential requirement of the socialist system. Education, social equity, fairness is the basis of the compulsory education as the initial school education and the most extensive coverage of education is the starting point of social justice is the best area of social equity. Ability to achieve a balanced development of compulsory education has been not just the problem of education itself, but also related to the focus of people's livelihood.This paper through the compulsory education stage Huludao area public schools the gap between the present situation and issues related to investigation and analysis, explore the impact of uneven development of compulsory education in this region the factors and problems and put forward the recommendations of the balanced development of compulsory education and countermeasures in order to ensure educational equity, the promotion of all types of schools together and coordinated development.Through the county, the urban and rural areas, inter-school between expenditure on education, school conditions, resource allocation situation, teacher qualifications and teacher professional title structure of such investigations, analyze the balanced development of compulsory education in the city facing the main question is: region, urban and rural areas , inter-school gap between very serious, compulsory education, the funding shortage, teacher resources are unreasonable, selecting school inter-school enrollment caused by imbalance. Resulting imbalance is mainly due to: uneven economic development, focusing on school construction, public education inputs and unbalanced social development in four aspects. For the development of compulsory education in this region is not a balanced status quo, put forward seven recommendations and responses: First, make concerted efforts to adjust the layout, and second, full tilt to the weakness of the school and the third is to deepen the reform of personnel system, the four studies to deepen reform of the system, five is a comprehensive promotion of quality education, the six is to improve the quality of compulsory education evaluation system and monitoring system 7 is to create educational information platform to promote the balanced development of education.
