With economic development and social progress, the world working knowledge, skills, needs further improve on the skills growing demand for talent. Vocational education that aims to develop high quality skilled expertise of the new model of higher education emerged in recent years and the rapid rise in China. Higher education has distinct characteristics of the times, both named "high", and last name, "job", training high quality skilled shoulder the sacred mission of expertise, personnel training in the process of modernization of our country has a particularly important place and role. High-quality professional skills training of personnel depends critically on the level of higher vocational colleges and the pros and cons of school quality, and vocational colleges and educational level of the pros and cons in turn depends on the quality of human resources management and development of teachers efforts. Along with social progress and economic development, human resource management of teachers more and more attention, they have thoughts, knowledge, ability, and a variety of spiritual needs, relying only on the former "pressure", "pipe", " system "and other management tools have been rigid enough, which requires" people-based "flexible management model to provide additional and improved.This article related to flexible management theory, describes the background of the flexible management, content definition and characteristics of teachers in vocational colleges introduced the characteristics and management of human resources, analyzed the existing problems, to explore the vocational Yuan school teachers, the implementation of flexible management of human resources approach and practical content. This article includes:(1) basic theory. Flexible Management explained the background, theoretical basis, content definition, nature and characteristics, content and effect on the management of flexible and rigid management were compared. (2) Analysis. Vocational teachers described the essential characteristics of human resources, investigated the situation and its management problems. (3) Implementation. Vocational teachers from the human resources management concepts, management systems, management process, management assessment, management tools, management structure and other aspects of the implementation of a flexible management approach.(4) practical content. Vocational teachers from the human resources job design, talent planning, talent introduction, training, performance evaluation, reward systems, etc. to explore the contents of the flexible management practices.
