Reading is not only an important content of Chinese language teaching in junior high school, but also an important way for humans to seek for knowledge. For junior high school students, the knowledge only acquired by in-class reading is limited, not enough for the development of their own abilities, which means outside reading is surely needed. This paper investigates and studies the present situation of Chinese outside reading in junior high school and found that three reading levels, including perception of interest, understanding and appreciating, criticism and comment making, as well as the evaluation of the practice of reading are the main problems in Chinese outside reading in junior high school. In view of these problems and in the light of the characteristics of junior high school students, we have put forward some possible solutions to junior Chinese staged outside reading from the angle of the characteristics of the three levels of reading abilities as well as practical evaluation based on that. However, in reading teaching practice, the implementation of effective strategies and methods are more needed. This paper further discusses the methods and strategies from two aspects, including the development of Chinese teaching, outside reading and thinking ability, as well as the construction of junior Chinese staged outside reading, which lays a theoretical system of it. On this basis, Chinese staged outside reading of junior high school,ombined with teac hing practice, establishes three stages of objectives, content, instruction method, whic h regards fostering reading thinking skills as the core. As Chinese is a pretty practical course, junior Chinese staged outside reading is put forward in response to the present condition of Chinese outside reading. As a result, to test whether it is effective, we must return to the reading practice. Junior Chinese staged outside reading integrates outside teaching practice and evaluation, and put forward specific and effective evaluation principles and methods, eventually making junior high school students gradually form a kind of independent construction, self development of thinking ability when reading.
