In the basic education of the present stage of our country, the objective is theexistence of some poor school conditions, poor infrastructure, weak school social poorreputation. In some areas especially the weak schools in underdeveloped areas, frontierminority areas and the vast rural areas, there is a growing trend and developmentdifferences between key school, high school. Persistence of these weak schools and notlong-term reconstruction and development of effective, contrary to the principle of equalityof education, the principle of fairness and the acceptance of the principle of equaleducational opportunities, has seriously affected the overall quality and level of basiceducation promotion, but also enable countries to implement the relevant policies on thenearby school students in primary and middle schools is difficult to truly the, effect of thebalanced development of basic education, is the result of the growing phenomenon of"choice" is the key, and caused a series of new heavy and difficult social problems.Since the nineteen eighties, reconstruction and development problems of weakschools, has increasingly become the focus and hot spot of educational circles and eventhe whole society’s attention.
