As the example to culture is defined like this: "culture from the broad sense, refers to in the process of human social and historical practice created the material wealth and spiritual wealth combined. From the narrow sense, refers to the ideology of the society, and adapt to the social institutions and organizations." And as an extension of the culture, class culture, is not only an important part of the class construction is an indispensable part of campus culture. And new curriculum under the environment of class culture construction in the 21 st century, under the new education form has its own profound influence.With the implementation of the new curriculum standard, the use of new materials, let us feel the teaching reform is at a solid pace. The teaching idea of new curriculum reflects the people-oriented, the maximum to meet the needs of different students progress, while class culture became a reflection of better implementation of the new curriculum. Class as an extension of culture, culture is not only an important part of the class construction is an indispensable part of campus culture, but also the present curriculum theory research hot spot. This requests us in the new curriculum better to strengthen the construction of class culture environment, and realizes the aim of the new curriculum, the development of students’ comprehensive quality. And the teacher in charge this role is crucial.This paper adopts literature research, case analysis, induction and summary method, etc were studied. Through a lot of literature research found that now the role of the teacher in charge in the construction of class culture are related to understanding degree of the surface phase, in-depth. This paper argues about the role of the teacher in charge value directly influences the whole class’ s and grade’s cultural construction, youth personality set up etc. To this end, the paper before and after the new curriculum reform of the education forms, the role of research, the teacher in charge of class culture construction function of three main aspects to discuss how to realize the new curriculum in the high school class culture was under the environment of teacher in charge’s role, and better the class culture construction.
