Since the development of information-based teaching, it has been proved that the advanced information-based environment and proper information-based teaching mode play a vital role in stimulating students’interest, motivation and cultivating students’ self-study abilities. More and more universities and schools have realized the importance of enhancing abilities of teachers’infomation-based teaching, as the information-based teaching has become one of the significant aspects to showcase a school comprehensive competitiveness. Over the years, with the popularization of Higher Education, the development of the information-based teaching of university teachers has become a heated issue for the teacher professional development, the training program of which, from the nation to school, has never ceased. Active or passive, university teachers are receiving the information-based education, improving their information-based teaching ability.The information-based teaching is exerting a considerable influence on students’ study prospective and teachers’teaching outlook. Unprecedented attention is given to the information-based teaching, and the investment in it is also on the increase. But overall speaking, our society lacks of adequate knowledge of the information-based teaching, and the preparation for teachers’skill and investment in teaching resource construction is insufficient. As one of the important content of the information-based education, improving college teachers’information-based teaching ability cannot be accomplished overnight. The future development is dependent not only on the construction of informationnized environment, but also needs the reasonable equipment of talent, effective cooperation of the participating party, sound operating system and regulations.Combining TRACK with information-based teaching ability as its theoretical base, the paper proposes its research angle and analytical focus by making reference to domestic scholars’research. Selecting one normal university as research subjects and sampling the questionnaires randomly, the paper conducts research to teachers’ knowledge, skills, awareness and attitudes of integrating information-based technology with teaching methodology in the process of teaching. Connecting the professional background and structural features of research subjects, the paper analyses the development status and trend of the university teachers’information-based teaching ability by conducting quantitative and qualitative research to the collected samples, getting to know the basic situation of the university teachers’information-based teaching knowledge and skills and their need towards the development of the information-based teaching abilities. Based on the function the universities play in the development of teacher information-based teaching ability, and the explicit demand and implicit demand of university teachers’information-based teaching as a starting point, the paper proposes the information-based teaching environment,management, training and development strategies suitable for domestic universities through exploring the optimizing strategies for the development mode of the existing teachers’ information-based teaching ability and upgrading the information-based teaching ability of university teachers.
