With the development of the national information education, the ICT leadership of managers especially principals becomes more and more important to the improvement of ICT,when teacher’s ability of information teaching is requested. However, the study about principals’ leadership is still focusing on educational leadership and Information leadership, and the study of principals’ ICT leadership is still undeveloped. So the research reviews and analyses almost domestic and oversea scientific achievement of principals’ Leadership, and basics on the experience that participate in reform of primary education, attempts to constitute preliminary theoretical framework by a scientific method. Basic on the status-quo of principals’ ICT leadership, the paper put forward appropriate strategies to improve the principals’ ICT leadership,meanwhile filled the theoretical blank with my pain.The paper regards 60 primary principals as object in TC country of Longnan city in Gansu province, uses questionnaires, interviews and other scientific methods to investigate the status-quo of principals’ ICT leadership and constitute patter or model of principals’ ICT leadership, according to the study of journal. Then basic on the patter, research creates questionnaire, as a result to evaluate development of principals’ ICT leadership. On the basis of investigation conclusion and the law of ICT leadership of principals, the paper puts forward strategies to improve the principals’ ICT leadership. Then the researcher has practiced for near one year with a series of schemes. Lastly, the practices not only prove the value of this research,but also support the improvement of primary principals’ ICT leadership.According to the overall structure of the article, the text is divided into three parts:The first part is to build the model in this study. The part introduces the background,significance, the definition of core concept, research ideas, research methods, current achieve and theoretical basis. Basic on them, researcher defines the model of principals’ ICT leadership,and then the model is introduced in detail.The second part is the preparation and creation of the questionnaires, designing of questionnaires and collation and analysis of the survey data. On this basis, conclusion that is obtained provides a guide for the proposed strategy.The third part includes proposing the strategy of improvement and the practice that researcher designs and attend. In addition, the innovation and deficiency of the research are simply introduced. Lastly, some opinions for the development are prospected in this field.Faced with the development of national information education, importance ofprincipals’ ICT leadership will be focused by more and more scholars and academics. It is very important for the development of primary schools, improving quality of education, elevating teachers’ ability of ICT and students’ ability of ICT study. It is firmly convinced that the study will drive all aspects of education towards more coordinated development.
