The coming of the knowledge economy era puts higher education to the most important place. How to arouse the incentive of the staff in colleges and universities and how to make colleges and universities more energetic in order to promote the development of economy and realize the strategy of "science and educational prosperity of the nation", are the important tasks. Under the guidance of encourage theory, this dissertation comes up with the theory of "double subjects ", thinking that in the course of encouragement, the relationship between the organization and the people in it is not organization and object relation, but the relation of "double subjects ". Under the guidance of this theory, it analyzes the needs of people in colleges and Universities, it illustrates that income need, welfare need, academic right need, the need to continue study and the need to perfect ideal personality are the main needs, and the income need is the primary need for the time being. Engaged system, subject's construction and the trans form of wage system in our university.Meanwhile, it points out that being unable to satisfy the primary need of income, ignoring the elaboration of academic right, misunderstanding of the appointment of teachers post, the insufficient of training, and the lack of spirit encouragement are the main problems in colleges and Universities.On this basis, after comparing ours with the foreign encouragement measures, it cones to the following conclusions: (1) toestablish a system to balance and restrain the academic right and administrative right; (2) to establish reasonable personal circulation system smooth the relation ship between the remuneration appointment cheek and remuneration, in order to ensure the encouragement. Meanwhile, it studies Chinese traditional to the management of moral encouragement to satisfy the spirit need of the staff. (2) Teach accordingly and focus on character management.On the basis of analyzing how to satisfy the primary need, it points out that the industrialization of education is not only the material basis of the personal encouragement management, but also the important method to develop the intension and extension of higher institutions, and continual development of higher education after china's entering WTO as well. Finally, on the basis of the above analysis, it establishes higher institution personal resource encouragement management system pattern, which is from the need analysis system to cheek and teed back system.
