The development of our country is based on education, and the development of education is based on teacher. Whether from the perspective of education ideas or education contents and instructive methods, the success of education reform and development should depend on teachers' specialistic knowledge and techniques, i.e. teachers' specialistic qualities, and it must depend on teachers' practice as well. Even though we have realized this, the serious problem of teachers' low specialistic qualities still exists throughout the world. That is to say, the situation of teachers' specialistic qualities cannot adapt to the problems appeared in education reform and development. And in the process of teachers' specialization, it is becoming more and more sharp. Therefore, how to improve the qualities of teachers to accelerate education reform and development has attracted more educators' attention. This dissertation aims at doing some research on it.This dissertation mainly takes America and China as research object and teachers' qualifications system as theoretical basis. The presume of the dissertation is that the implementation of teachers' qualifications system is an effective way to realize teachers' specialization. To make the dissertation more typical, by adopting literature research, the author collects numerous relevant materials from internet, library and the author's instructor. To ensure the credibility, the author also adopts historicism and factorization.Through the study, the author finds out that Americans pay more attention to the standards during implementing the teachers' qualifications system, and they organize the teachers' qualifications test according to these standards as well. It is very effective to ease the problem of teachers' low qualities existing hi America for a long tune, and it is also helpful to the process of its teachers' specialization. However, we are short of the 'perception of standards when we implement the teachers' specialization system. We have no explicit definition of teachers' specialistic qualities, that is to say, we have no strict and unified standards for teachers. The author thinks that we could learn from American successful experience. In the process of buildingup and perfecting Chinese teachers' specialization system, we should take standards as top priority and build up standards system we could refer to when we certify and select excellent teachers. And we also should start from the basic point on the definition of teachers' function for the definition ultimately confines what is the specific qualities a person should possess when he is to be a teacher and when he is a teacher.
