On the practice perspective, based on a special case about the development of supervision and assessment system of school in Qindao, this paper analyzes the problems existing in assessment system in traditional school which main purpose is to distinguish and judge and points out the reason. It expatiates the new and effective practice of assessment system,gives an impersonal remark in the guidance of today educational assessment theory and takes a long view on the tendency improvement of the assessment system of school in the future.Preclude analyzes the background of the practice research on the development of the supervision and assessment system which includes three sides. First, there are obvious restrictions in traditional school assessment system which can not meet the need of the potential development of school. Second, education for all-round development has been put in deep practice, which is a challenge to the traditional assessment system. Third, there occurs new achievement in student assessment, teacher assessment and school assessment both here and abroad.This paper has five parts. The first chapter analyzes the problem exiting in traditional school assessment system focusing on six sides which are target,purpose,assignment,method,content and member organization. The second chapter accounts for the reason of the problems in traditional assessment system. One of these is lacking the support of new theory. There are so many limitation in traditional system because of the absent of guidance of modern theory and without the knowledge of the model and characteristic of modern assessment theory. Another is misunderstanding of the function and value of school assessment. The third chapter as the main part expounds the effective assessment system of school in Qindao which includes the four important principles in the development of autonomous supervision and assessment system in legally running school in Qingdao, the major content of designing assessment project as well as standard of assessment and index system, the methods of supervision and assessment having five organizing assess methods and two technical methods, the process of supervision and assessment including make the tree-year school development plan,the project of the...
