Higher vocational education (HVE) is a professional education being undertaken to train high-skilled and application-oriented personnel to meet the requirements of the front line in fields of production, construction, management and service. HVE aims at cultivating all-around quality-oriented personnel with integrated professional ability. The training target and task of HVE determine that the curriculum design of HVE should meet the demand of a society under certain social, political, economic system and the corresponding education system. Concretely speaking, curriculum design should meet the requirements of economy development as well as the dynamically developed labor market.Currently in China, along with the rapid expanding of HVE, deviation is emerging from the incompatibility between education quality of HVE and social demand for personnel training. Therefore, to establish a curriculum system which is compliant with the education target of HVE and meet effectively the social demands becomes a difficult and crucial problem for research and implementation of HVE.This paper analyzes the development characteristics of HVE curriculum system. Taking the HVE curriculum system construction in China as study object, on the base of working process, the author analyzes in details the problems existing in China's HVE curriculum system and the reasons. Then the author sums up the advanced experiences of foreign countries, especially Germany, in HVE curriculum system construction and carries out theoretical thinking about HVE curriculum system construction in China and then puts forward an optional path for China-working process orientation. Curriculum system oriented by working process breaks through the traditional knowledge-based curriculum design mode and fulfills curriculum design based on capacity. Therefore, some shortages existing in course-based curriculum system are avoided. Furthermore, it will narrow the distance between HVE education effects and market demand and is favorable to the sustainable development of China's HVE and economy.
