With Civil Servant Law formally implemented on January1,2006,and the file jointly issued by Organization Department and PersonnelDepartment of China in2007, Civil Servant Assessment Regulations(Trial)(No.2[2007] issued by Personal Department), it is indicated thatthe management of civil servant assessment will play a decisive role inthe Party and government affairs. Scientism and democratization in theprocess and methods of civil servant assessment contribute to a orderlypractice of civil servant management, a perfect national systemconstruction, enhancement of comprehensive ability of nationalgovernance, and frontier stability and peace Tibet.Tibet is located in the southwest border of China. Now there isa qualitative leap of the economic and social development compared tothe initial stages of reform and opening-up, but there are still manyproblems in civil servant assessment regulations of Tibet, such as lack ofvarious indexes, outdated methods and simple application of assessmentresults and so on. And they can decrease the governmental staff’s abilityof duty execution, work degree and efficiency.Enterprises, especially incorporated enterprises, can be considered aspositive examples in management reform by the government in China.This research has interviewed more than ten commercial banks and departments of the Party and government in Tibet by field research,interview and questionnaire and so on. Through careful analysis it isconcluded that the civil servant assessment of commercial banks in Tibethas some advantages: advanced management theory, reasonable indexbalance, scientific motivation system, etc. And they can be positivereferences for the reform of civil servant assessment in Tibet. Theresearch employs some theoretic tools: theories of human resource, keyperformance indicator and analytic hierarchy process; it offers somesuggestions based on the realistic situation of Tibet autonomous region: tomake the assessment indexes more scientific and more complete, to setout fine assessment methods, to perfect the supervisory mechanism ofassessment; it hopes to offer some decision-making basis and referencefor the construction of civil service and the improvement of civil servantassessment management in Tibet autonomous region.
