Urban And Rural Land Use Classification By "Town And Country Planning Act"

Urban-rural land management relies on the document of land classification.This basic document plays a vital role in land management and efficent usage of land resources in reality. At present,many problems in land management is related to the irrational classification. Therefore,it is quite useful and meanful to have some foundmental researches on the issue of land use classification.In these days, city planning in China have been depending on the document entitled "Classification of urban land use planning and construction standards" promulgated by the Ministry of Construction in 1990.The specification in the documents was proposed in the transition period which is from a planned economy to a market economy over 20 years ago.With the deepening of reform,the traditional classification have not been incompatible with planning and management of land since the document "Town and Country Planning Act" was enacted in 2008.Thereby, it is necessary to reclassify to land in order to meet the needs of reform.This paper is composed of four parts. The first part presents the reviews of previous studys on the land use classification briefly; The second part gives a comparative analysis on the content of the land classification and its features, including "cadastral survey procedures","urban land and land use planning and construction standards","National land classification","land use classification" and "town planning standards"; The third part analyses the new specification on the Land Management in the "Town and Country Planning Law" and its practice . This part is also to discuss some defects of classification in the document and its confronting issues.The fourth part comes up with some important principles in terms of land classification in city planning, on the basis of" urban and rural areas Planning Law"and the new requirements for land management in" standard ". Upon the above four parts,it is natural to reach a basic outline or format of new land classification.I hope that this study could contribute some new ideas to the urban-rural land use classification,making it more scientific and pratical.
