With the developing of global economy, the public crisis coursed by the behavior ofthe human, the unbalance of the development and the defect of the institution designmentbecome global, so we can say that the risk society has been coming yet. With the comingof the risk society, the public crisis is becoming normalization, the natural disaster, illness,terrorism attack and the large-scale mass incidents have serious effect on the dailymanagement of government, the stabal development of the socienty and the people's livesin peace and work in happy. The deep effect, long period and the broad reach of publiccrisis make it is difficult for the government to govern the public crisis effectively by herown power. So, the ability in public crisis goverence is a new standard of thegovernment's governance capability. In the theoretical and practical field, the westerncountries all explore their own model which can adapt the condition of their country.In contrast with the western countries, it is later of developing market-orientedeconomy, the risk society has been coming later as well,so the study on public crisis is lessat beginning in domestic theoriotic circles, the correlative concepts is unclear, there is nocomplete system also. After SARS, the theoretical field has paid real attention to thepublic crisis, also, coming up with some fruits. Yet, there exists less discussion on themodel of public crisis governrance. In this article, with the beginning of the introdunctionof the relative conceptions, the paper explains the nessesity and the great sense of thegovernment-spornsered public crisis governence, comes up with the problems we met,then, research how to construct the government-spornsered public crisis governrance bythe means of the institution building, legality building, culture building and theorganization building.
