The governments at all levels must innovate talent system and enhance the motivation to professional civil servant, in order to attract and keep excellent professional talents, motivate professional enthusiasm, and improve working efficiency.Under the directions of motivation theories and management theories, based on my long working experience on finance, collect abundant salary files, data and forms in my city, field investigate some relevant departments and staff, research the motivation status quo, problems and reasons of professional civil servant, and analyse the necessity of innovation, with consideration of the above problems, the thesis put forward a series of assumption and thoughts.In the thesis, chapter one gives definition to relevant conceptions of the salary motivation of professional civil servant. Chapter two introduces the present salary state and case of professional civil servant, and analyses the problems and reasons of salary motivation. Chapter three is the most important part of the thesis; put forward the methods to perfect the salary motivation of professional civil servant, including integrating the salary of professional civil servant with technical grades, and establishing three career developing path of professional civil servant, government appointment salary system, dynamic adjust salary and so on.
