From the necessary operating conditions of accountability, the implementation of the accountability system face such predicament:a lack of administrative accountability culture, weakness of strength of civil society. The main corresponding measure of carrying out administrative accountability system including:improving allograft accountability mechanisms, clearing responsibility accountability object, widening accountability scope, standardizing accountability program, perfecting accountability legal system, cultivating the accountability of administrative culture,cultivating a mature civil society.Administrative accountability culture lag is mainly because the tradition of patriarchal clan system has not removed thoroughly from the social and political life. In order to foster accountability of administrative culture, we need right concept to guide the new administrative accountability culture. First of all, to promote the new culture of the rule of law, rule by law is the core idea of the new accountability administrative culture; secondly, to promote the administrative culture of participation; third, to establish the open, fair and impartial administrative philosophy. In order to cultivate a new type of administrative accountability culture, we must improve enlightenment.Modern civil society is the foundation of democracy, civil society is the important strength of restricting and supervising political country. With the establishment of market economy and reform of political system, the citizen society of the modern sense in China is growing up, but its structure and function have not been finalized, the civil society 's strength is very weak. To cultivate a mature civil society, first of all, we have to ensure the full development of market economy. Market economy accelerate the interest of people consciousness, subject consciousness and the consciousness of democracy, development and the growth of diverse interest groups and social organizations; secondly, to transform all round government to limited government. We have to undergo such transform:from centralization into moderate decentralization; from the rule of person into the legal system change; from control government into service government change; from a rule into administration.
