At the background of lifelong learning ideological trend and an old-age society, education for the aged, which is served to enrich the leisure time, to improve the quality as well as to promote the socialization of the elderly people, is becoming increasingly important. In contrast, education for the aged is far from being able to adapt to the two important backgrounds in some aspects, such as the philosophy of school running, management system, course design, teacher teams and input of funds. In this thesis, I will a deep analysis of the elder education policies, which are established by Shanghai Municipal Government and its subordinate government departments since China started its reform and opening up policies. Besides, the thesis will offer some related statistical data of the elder education work analyzed by Shanghai education administrative department and old-age work department. Thus, we can learn about the historical development of Shanghai's policies on elder education in lengthways, and meanwhile, in search of the relations between policies and elder education crosswise. By applying the theory of policy analysis, we can find out the problems of elder education existing in value, contents and implement, which helps to provide some useful reference to carry out the policy reform of elder education in shanghai. The thesis consists of four parts:Part One:Give a brief description of the historical process of the elder education policies in Shanghai. Summarize the basic feature of each stage of the process. The policies have gone through three stages:infancy, formalization and stagnation.Part Two:Explain some related elder education policies in Shanghai. The passage will expand from the following aspects:connotation analysis, the development target, responsible departments, and strategies to promote the policies and safeguard measures.Part Three:Summarize the chief achievements of Shanghai elder education policies and analyze some existing problems. Elder education in Shanghai has made some remarkable achievements in some aspects such as the network of schools, the mode of elder learning, teacher teams, and input of funds. All the above are closely advanced by the policies. When applying the Policy analysis theory, we will find some problems in the value, contents and implement of the policies.Part Four:Put forward the strategies and reflections to the optimal measures of the elder education policies. We aim to build up the conception of "convenient, nearby and happy elder education", to focus on the emphases of the policy enactment, to improve the safeguard mechanism when carrying out the policies and to launch the action plan of developing Shanghai elder education. All the above are ways to optimize Shanghai elder education policies and will promote a new round development of Shanghai elder education.
