The setting and development of school-based courses is a highlight of the new round of curriculum reform. The denial of former government policy on the development of national courses leads people to turn to a new course development mode which takes root in grass roots, that is, the development of school-based courses. Based on the school education, school-based courses are designed and developed by the school itself, which indicates that the school is free to do research on part or all of the fixed courses according to the teaching theories. The development of school-based courses can improve our national course system in many ways. It is also the requirement of the reform of the school course in the development of education. After doing some detailed analysis of present situation and local cultural resources. I came up with a tentative teaching material which makes a feature of local color and can be easily accepted by local students—"the local culture of Changshu". This thesis gives a systematical introduction of the teaching material and the effort this teaching material developer has made to design and implement the course. The contents are arranged as follows:The first part, the research background, research issues and research approaches of the teaching material; the second part, the value and feasibility of the development of this course, the objective, contents and compile style of the material; the third part.the design and basic methods of implementing teaching, the teaching evaluation; and finally, the problems and thinking the author has about developing and implementing this school-based course.After one-year practice, "the local culture of Changshu" has achieved great success. Students showed great interest in the course and acquired overall developments. It indicates that "the local culture of Changshu" school-based course has the potential for growth. But due to the effects of academic examinations, teachers'professional qualifications and other factors, there are many obstacles in the development of the course. Therefore, we expect the further advance of the educational reform and at the same time, we will spare no effort to continue our practice and research of the course.
