In the knowledge-based economy era,regional higher education is playing an increasingly important role as a "booster" to push the regional economic. In order to cope with the requirements of development in this new age, one question becomes important and is worth considering: How to measure and calculate the harmony between the higher education and economic development, and then promote the coordinated growth of the higher education and economy. The research method of this paper is literature research and combined with the quantitative analysis. By using the static and dynamic coordination evaluation model of higher education and economic development, a comparatively in-depth research about the coordinated growth of the higher education and economy in Henan Province has been done in this thesis.First of all, basing on the principles of constructing an indexes system and taking the relevant research results for reference, this paper puts forward a concise and practical evaluation index system, which consists of three layers, two fields, and 22 specific indexes, to evaluate the harmony between the higher education and economic development In Henan Province. The index system covers the talent training, scientific researching, education investment and the total economic aggregate of the regional economic development, economic development structure, people living standard, etc.Secondly, there is an analysis of the harmony between the higher education and economic development by using the static and dynamic coordination evaluation model. The analysis of the correlation between the two factors shows that there is an obvious positive correlation between the higher education and the economic development in Henan Province. Static coordination degree reflects that they are coordinating at some point. If all the points are connected together, we can find out their status and regularity. Dynamic coordination degree reflects the status and regularity of the two factors on some continuous time slot. At the same moment, compared with static coordination degree, dynamic coordination degree always has hysteretic quality. Calculation of coordination degree shows that, from 1994 to 2007, static coordination degree of higher education and economic development In Henan Province has been in a continuous wave state during these 14 years and the width of fluctuation is big. Static coordination degree is not harmonious in four particular years, but dynamic state coordination degree has been declining obviously and slowly. All of these reflects that these are serious disconnect problems between the development of higher education and economic in Henan Province, which must arise alarms for us.Finally, based on the related theories of higher education, and aiming at the problems existing in the development of higher education and economy In Henan Province, some policy suggestions are given in the four aspects: the relations between higher education and economic development, the better role of economic development in promoting Higher education, the better role of Higher education in promoting economic development and the country giving more support to develop higher education.
