The practice of competency model has got a great success in the commercial field, when the sport of teachers' training and the competency assessing in secondary school appeared in 1970s. However, the research of competence has just begun in our country, and it is only focused in some big companies. There is a few demonstrations of teachers' competency character in the educational field. So this article takes 126 Education Group as its subject of study, and tries to build the competency model which is suitable for the secondary schools in Shenyang.The research tries to learn the level of secondary school teachers' competence and validity of evaluating and choosing good teachers through the activity of building the competency model and making tools to evaluate secondary school teachers' competence. Researching is on the base of literature analysis, expert advice, interviews and the questionnaire in combination. It is studied in nature, orientation, quantitative research,. The research involves interviews with 4 school administrators, 8 outstanding teachers from four schools under Shenyang 126 Education Group. The secondary school teachers Competency research questionnaire involved of survey 60; qualified secondary school teachers involved in more than the test volume of survey 500, based on the above investigation to build a "Competency Model Secondary School Teachers". The model includes four dimensions:professionalism, attention to students, teaching and administrating skills, interpersonal communication and emotional management,73 competency characters. It can not only provide a reference for secondary school teachers in selection training, placement, recruitment, development evaluation, pay structure, teacher resources reservation, teachers demand planning and forecasting, retention and dismissal of human resource management. It makes the statistics operation simple on computer and has a strong application in practice.
