Content: Under the new curriculum, curriculum decentralization of power levels to achieve the course management system. The school has the power of independent research and development of the curriculum, thus creating a school-based curriculum development. This paper attempts to both theoretical and practical aspects of the development of school-based curriculum to start, is one of the most practical aspects of primary, as the core of this article, using the case of the collection, comparison and analysis, and the corresponding policy recommendations.In theory, in order to discuss some problems which refer to the school-based curriculum, it will discuss the origin of"school-based", the theory creation of the development of curriculum resource in the development of school-based curriculum, the role of teachers and students. In practice, it will include two aspects in domestic and overseas school-based curriculum. First, it will include the characteristics of the development of school-based curriculum according to the experiences of the development of school-based curriculum in abroad; second, it will summarize the condition and trend of the development of school-based curriculum according to the current situation of the development of domestic school-based curriculum. For example, the development of school-based curriculum in Xishan High school in Jiangsu province is the typical case. And it has obvious characteristics in the target, construction, implementation and evaluation of curriculum, thus it support lots of valuable experiences for others high schools, especially the development of school-based development in Qinghai province; Third, it will collect cases about the development of school-based curriculum in Qinghai province, compare and summarize the characteristics and deficiencies.To propose list of advices according to the analysis of deficiencies which is important part of this thesis. It will discuss in four aspects: the forth putting of curriculum resource, the edition of school-based teaching materials, the development of curriculum targets and the main part of development of school-based curriculum. And it discusses the development and using of the local curriculum resource, and exploits the way of the curriculum recourses in multi-angles. Generally speaking, it has to: increase the limits of using curriculum resources in school, development the school-based curriculum depend on recourses in school; expand the channels of the school recourses, extend the external content outside school; strength the radiation intensity of school curriculum recourses, construct the platform by the teachers and students to communicate. I t excite teachers and students to development and use the local recourses, promote the development of school-based curriculum which has local characteristic.Located in the northwest Qinghai Province, with a rich culture, geography, technology, folklore resources. In the school-based curriculum development process, the emphasis and use of these resources is bound to Curriculum Development in Qinghai bring new opportunities, as well as localized features bring opportunities for school-based curriculum development.
