With the development of society, university students began to diversify, which is a higher university teachers challenge, especially in front-line counselors teachers. In this educational context, the quality of teacher education college counselors gradually being referred to the agenda. On the other hand, human capital investment in university administration in the growing popularity of human capital investment on gradually in-depth research, how to increase investment in human capital quality of education for college counselor become the important issues of university management.In this study, literature review and open-ended questionnaire, based on the combination of expert opinion, the quality of education college counselors constructed a theoretical model, the corresponding entry form to collect the quality'of education college counselors pretest questionnaire. Through exploratory factor analysis to determine the quality of items counselors education; to the internal consistency reliability, split-half reliability, the correlation between the questionnaire items identified as indicators of the reliability scale:and test the content validity of the questionnaire And construct validity, to determine the enforceability of the questionnaire. In this study,500 subjects were selected on the official questionnaire Surveying, exploration of the quality of the components of counselors education and counselors education and human capital investment in the quality of relationship. The results show that:(I) The quality of education college counselors is a multi-level, multi-dimensional structure, the quality of sex education can be divided into exogenous and endogenous quality of education two factors. The former include professional knowledge and professional skills two dimensions, which include professional ethics, personality traits, the three dimensions of general literacy.(2) based on the theoretical concept of quality of education counselors prepared the questionnaire quality of education college counselors split-half reliability, internal consistency reliability, content validity, construct validity and other reliability and validity of the questionnaire structure and the goodness of fit indices were better measurement of the questionnaire can be suitable for the quality of university education tool for counselors.(3) the quality of education college counselors there were significant gender and geographical differences.
