Self-taught higher education examination, or STE, is a national examination organized to test the self-learners and issue certificates to the qualified candidates. As the combination of Chinese traditions and modern education, STE is a government-controlled system based on self-teaching and social support. It is also an important invention for China's socialism education. Since the foundation in 1981, STE has been more and more influential with increasing candidates. One major achievement is that its branches have been deployed in more than 31 provinces of China and military organizations (PLA), even in Hong Kong, Taiwan and Macau. Currently, this honored system is also China's largest open-education service.Set's fast development is benefiting from regular higher education institutions like colleges and universities, which make use of their unique advantages and resources to support STE and are now highly popular in China society. This kind of activities is designed to meet social requirement in STE development. It has contributed a lot to STE, and greatly improved the quality of STE exams. Still, we have to face the facts that there also remain a large number of issues and controversies in the support programs, which needs to be solved soon. Here we list the top 5 most important ones. Firstly, STE students and full-time students are divided, making STE less emphasized. Secondly, STE regulation is not well balanced, administrators pay attention only to the qualified rate in exams. Thirdly, not all administrators are well trained. Fourthly, STE suffers a lot from the lack of legislation. Fifthly, poor evaluation is also troubling the education services.Determined to solve these existing issues, this paper's writer comes up with solutions based practical experience, which can offer advice to policy-makers. To start this reform, it is essential for educational services to embody their emphasis on STE students, most importantly, they should give priority to legislation, which would give rise to the establishment of perfectly working management system in the long run. Programs designed to search for better STE education theory must be launched immediately. Another point is that future STE education should include more courses on mental health and Labor & Employment topics. Last but not least here we propose colleges which support STE education assess their capabilities properly, so as to obtain balance between financial interest and social benefits. The writer insists that there are intrinsic laws inside STE management, education services should realize this and try to take action to study these phenomena, making STE a better platform to serve China's education.
