Considering the problems that came out during the development of the Self-taught examination for Higher Education Oriented to Rural Areas (SEHERA), this paper proposes a series of meaningful policy suggestions to develop the SEHERA,which.is.guided.by.the. Human-Capital-Theories,Public-Product-Theories and Motivation-Theories,applies such methods as literature analysis,survey method and induction,according to the experience of the development of the SEHERA in Jiangsu provience and the detailed analysis of rural Empirical Investigation.The whole paper consists of 5 chapters.Chapter 1 presents 3 theories that relevant to the research in this paper. In Chapter2,the author analyses the present state and problems of the SEHERA. Chapter3 includes the analysis of the experience of the SEHERA in Jiangsu provience. Chapter 4 is the positive investigation.It is investigated in this chapter that the present state of the SEHERA,and discussed the problems in detailed,then sorts out,induces and analyses the investigation results. Chapter 5 is suggestion,in which such policies as government support,culture mode and study support system are offered.
