A Research Of Rural Residential Consolidation Potentiality In The Overall Plan For Land Use

Rural residential land consolidation is one of the major contents of the monographic study about the overall plan of land use in our country. It is an important platform to push forward the new socialist rural construction, an accelerator to bring about the new urbanization and the integration of urban and rural areas, an important way to increase arable land and an important measure to use land intensively and economically. A scientific and reasonable estimation of the index potentiality of increasing arable land as well as making room for construction land is the premise and basis of rural residential land consolidation. At present the goal of rural residential land consolidation is not simply to increase arable land, but to improve the structure and layout of construction land.Based on the overall plan for land use and the land development and consolidation special planning, this paper defines rural residential land consolidation potentiality as the rural residential areas which can be acquired in a certain period by moving the residents. It can be realized by optimizing the land use structure and improving the efficiency of land use to increase effective land areas according to the local situation under certain economic and technological circumstances.This paper focuses on the internal and external driving force factors of rural residential land consolidation. Factors related to the national strategies, regional location, geographical conditions and residential density are listed as the external force factors. The demands of rural residents, which include the per capita area of rural residents, the rural population, farmers'income and the rural building quality, are listed as the internal force factors.In this paper, the author has worked out a response degree evaluation index system of rural residential land consolidation and put forward a relatively perfect and mature potential system model by means of analytical hierarchy process so as to promote the overall plan for land use and land consolidation special planning scientifically and practically. Finally, take Jing Shan County for example, the author carried out researches and found out the feasible rural residential consolidation potentiality in accord with local reality.
