The 2008 global financial crisis was marked with the bankruptcy of the LehmanBrothers, and sub-prime crisis in the United States began to change into financialcrisis, which spread to the whole world rapidly. The world economy declined deeply,and the economy in our country was also impacted seriously with the big fallingexport, many enterprises were in the poor operation, some nearly stopped productionand went to bankruptcy. The number of people with unemployment increasedmassively, many rural migrant workers went home, and the increment speed of theeconomy declined suddenly. This influence not only related to the big enterprises butto the small and medium enterprises which had already being in the cold winter.The small and medium enterprises were one of the main economy colonies in theChinese economic reform and development, during the thirty years of Chinese reformand openness, the scope of the small and medium enterprises become bigger andbigger and the realm are widely spread. Therefore, the development and grandness ofthe small and medium enterprises have significance for the development of thenational economy. But today the financial crisis is still creeping, and the economicdepression, so comparing with the big national enterprises, the small and mediumenterprises have much more tough problems to solve. The biggest bottleneck thatrestricts the development of the small and medium enterprises is the human resource.Today we emphasis on keeping up with the times, scientific development, self-reliantinnovation and the human resource become the leading actor. Therefore, if theenterprises want to make remarkable progress, they must give scope to the self-reliantof the human resource fully and make it the inner dynamics of enterprise development.But now the cost of the human resource was one big resistance that restrict thedevelopment of the small and medium enterprises: the economic depression made theacquisition cost of the human resource (especially talents with high skills) increase,most enterprises choose to cut down the number of staff, reduce the payment of the new employees, and reduce the training and so on. This paper analyses the cause ofthe human resource cost problems of the small and medium enterprises hangingtogether with the impact of financial crisis, and obtain the strategy of controlling thehuman resource cost of small and medium enterprises and the strategy are as follows:raise the awareness to the cost of the human resource, enhance the control of thedominant cost, carry out elaborate management to control the occurrence of therecessive cost, and make the training into reason. We all know that human resourceespecially the core employees are the source of making the enterprise value. So howto make the human resource especially the core employees do some self-reliantinnovation and release their potential abilities as possible as they can, increase theenterprises'profit by a large margin, and the employees'compensation and welfareare raising, however, the cost of the human resource is comparatively reduced. So wecan say that is the small and medium enterprises'purpose of controlling the cost of thehuman resource. This paper insists on the idea that'putting people first andself-reliant innovation', control the occurrence of the recessive cost, through technicalinnovations to raise productivity, increase the enterprises'profit, and reduce thecomparative cost of the human resource. The reduction of the comparative humanresource cost is the goal which the small and medium enterprises persist on for longtime and it is also the direction of the enterprises who want to control the cost of thehuman resource strategically.
