Our Country Hi-Tech Zone Management Innovation Question Research

High-tech Zone is the most dynamic region of innovation in our country. It means that the government sets aside an area within a region, providing a wide range of preferential treatment, to attract domestic and foreign investment based on high technology. A number of senior technical staff and research workers gather here, and engage in research and application of results. It serves for industrial modernization and establishment of industry-focused zone with the demand of exploring the international market. Now,54 national high-tech zones are attached to Ministry of Science, and there are only industrial parks abroad. The current management system of the domestic high-tech zones is of variety, and there is no clear legal rules and policies defined. For the management of high-tech zone, people have little knowledge about it. There are only literatures focused on the specific institutional setting and investment analysis on hard and soft environment, but few studies for building high-tech zone management with Chinese characteristics.With the continuous adjustment of national policies, the original institutional advantages of the high-tech zone in the waning, and the management problems continue to emerge. This paper defines management system of different types of high-tech zones, compare various typical high-tech zone management models, and analyzes management models including government-led management, and enterprise-led management and joint management. The institutional innovation results are mainly reflected in transformation of government functions, streamlining administration, improving efficiency, update management idea, and several other aspects. The author points out that defects in high-tech zone management are as following:high-tech zones and the legal status of the management committee is not clear, the leadership system is not perfect, and management rights is not implemented, institutions in high-tech zones are not set up scientifically, and several other aspects. Then the author analyzes the reason for these defects, they are, its financial administration is distributed, administration functions are administrated, administrative means are reunificated, workers are languid and etc. The author ponders about new administrative system and operational mechanism with vitality and vigor which adapts to development needs of high-tech zone. Leadership mechanism should be centralized powers and unified. In the macro aspect, the management should be strict, while in the micro aspect, the management should be open, to deregulate and decentralize. Incentive and restraint mechanisms should be the optimal choice, giving priority to efficiency. Finally, the author discusses certain trends and changes of the development of future high-tech zone management, and proposed the establishment of a new system of high-tech zone management measures, that is, to deepen administrative reform, improve the management system of "small government, big society ". Administrative permissions, changes in departmental functions, and the adjustment problems of tax collection are all included.The government should improve the executive and legislative operation and realize standardization and legalization of administration, including the formation of strong research decision-making system, the establishment of sensitive information feedback system, the establishment of strict administrative supervision system, building a high quality management team and so on. Project management should be strengthened, industrial investment should be promoted and Industrial park development should speed up. The construction of real industrial parks includes enhancing the independence of the park, reducing the liability of the park, adjusting the competition format, encouraging business development model, adopting unified investment, re-positioning the role of government and so on.System innovation of high-tech Zones is not only a process of interaction between the upper and lower level, but also a process of continuous improvement. Through adopting unique administrative management system and mode of operation, high-tech zones can undergo independent, privately-style institutional innovation and reform. As long as unremitting efforts are made, high-tech zones can maintain optimal pilot power and maintain their vigor and vitality.
