The Road Leading To Trade Facilitation

In recent 30 years, China's economy, especially the foreign trade has developed very rapidly. Along with China's entry into WTO and the deep development of global integration, the trade facilitation appears more and more important. Therefore, some new requirements have been proposed to meet the changing customs clearance model.The responsibilities of the customs is recognized as stipulating for customs policies, implementing customs clearance, keeping safety and facilitating trade, colleting tariffs and etc. However, with the rapid development of economy, the responsibilities have extended to provide international trade regulation services and achieve the whole object set by the government.As the important member of WCO, China Customs is faced with the two issues of trade security and trade facilitation. It is very difficult for China Customs which works in traditional operation modes and management ideas to adapt to the rapid social development. Hereby, it is the most important object for China Customs to push trade facilitation.The paper studies the correlative issues about the service construction of customs mainly on the base of theoretical researches and international experiences. The research is also combined with the actual situation of China and the whole world, especially some cases in China and other countries. The goals, obstacles and the relative solutions are all discussed in the paper.Firstly, the paper begins from the basic concepts of the trade facilitation. Secondly, by analyzing the integration of the world economy, the modernization of customs, the civil society development and the cooperation between customs of different countries, the paper points out that it is necessary to speed up the trade facilitation. The difficulties we face with now are discussed in the charter as well. Finally, according to the international experiences, the paper tries to find the effective ways to push the trade facilitation.
