Metropolitan Planning Study Based On International Comparing View

Metropolitan planning is a kind of regional planning which takes urban functional areas as objects, aimed at breaking the shackles of administrative boundaries, coordinating development between cities and between urban and rural areas from the greater spatial extent at the aspects of urban and rural construction, population distribution, resources development, environmental remediation and infrastructure construction layout, in order to make the integrated region more competitive. Metropolitan planning practice in developed countries has nearly a hundred years old, while China is in its infancy stage. Accompanied by the development of the globalization, regional integration, the advance of the suburbanization as well as the depth of regional and urban governance ideas, we desperately needs to enhance and improve the concept and institution of our country’s metropolitan planning. This article selects two reference-France and Japan which have better development of metropolitan planning, compares and analyses three countries’metropolitan planning, then puts forward some suggestions about how to develop China’s metropolitan planning on the basis of the advanced experience in France and Japan, and applies these suggestions to Kunming metropolitan planning instances to play a better reference.The main body of this article is divided into five parts. The first part is the metropolitan planning overview, which summarizes basic concepts, features, etc of the metropolitan and metropolitan planning, pointed out the lack of previous studies by metropolitan planning research overview of China, France and Japan, builds the basic framework of metropolitan planning. The second and third parts systematically introduce metropolitan planning in Japan and France mainly from the history of the development process, characteristics and development trends. The forth part first discusses the problems of the development of the metropolitan planning process in our country, then compares and analyses metropolitan planning of three countries at four aspects of status, programming, contents and implementation mechanism, and then puts forward some suggestions about the development of China’s metropolitan planning. The fifth part takes Kunming metropolitan planning as an example to apply the specific measures recommended.There are two innovations of this paper. First, it is the first systematic summary and analysis of the specific circumstances of France and Japan’s metropolitan planning in China’s theoretical circles. Second, this article builds a new integrated framework for metropolitan planning, and gives our country certain revelation through comparing and analyzing the advanced experience of France and Japan.
