In recent years, the theory of organizational behavior is more important in our country. The Study oforganizational politics can reveal the essence of organizational politics, better understand, predict andimplement countermeasures to improve political behavior and organizational performance. At present, theperception of organizational politics studies mainly in the western countries are based on western politicaleconomy background, which are different from the Chinese social system and cultural background. Thedomestic research status in recent years are mainly concentrated in the enterprise organization, but there isfew research in the government. Based on Chinese culture and national conditions, this study explored thecontent of perceptions of organizational politics of grass-roots civil servants.Some standard research methods, such as literature review, interview, open questionnaire survey wereused in this research. Based on Chinese culture and background of china’s current situation, the researchestablished the structure questionnaire of perception of organizational politics of the grass-root civilservants in China, and explores the impact with organizational performance, organizational identification,individualized care and charismatic leadership. By using exploratory factor analysis, confirmatory factoranalysis, structural equation modeling, correlation analysis and hierarchical regression analysis, we getthese following conclusions:Firstly, in the Chinese cultural context, the grass-roots civil servants’ perceptions of organizationalpolitics content includes three factors: promotion and opportunities, Cooperation and competition of groupand cater to leader. The reliability and validity grass-roots civil servants’ perceptions of organizationalpolitics questionnaire were reached the standard of psychometric.Secondly, the study discussed about the demographical variable’s effects on grass-roots civil servants’ perceptions of organizational politics. These variables content sex, education and post. We found that all thevariables have significant effects on some dimensions of perceptions of organizational politics.Thirdly, Organizational identification and organizational political perception content structure groupaspect of this dimension is positively related to the grass-roots civil servants; perceptions of organizationalpolitics and organizational performance is not significant, personalized care for grass-roots civil servants’perceptions of organizational politics has a significant negative effect on the perception of organizationalpolitics; charismatic leadership levels have produced negative effects.At last, the research explained and discussed the current limitation and future orientation.
