During emergency response, emergency workers usually make decisions and implement tasks based on emergency supporting documents. However, most of these documents are in the form of text, and single document has limited guide meaning. So these documents provide limited reference value for unconventional emergency response which has time urgency and scenario dependency. Thus, how to abstract, package, organize and manage the measures in emergency supporting documents from the point of view of knowledge, in order to generate response processes dynamically to support emergency response, is an important issue.Firstly, in view of the existing problems, this paper studies response implementation activity of unconventional emergencies. Based on these and knowledge element model, this paper constructs the response implementation atomic activity model, which is the basis of extracting knowledge from emergency supporting documents. The extracted knowledge makes foundation for supporting emergency response and helps emergency workers have consistent understanding on response activity and relevant conceptions. Secondly, this paper introduces the concept of process fragment of business process management field, in order to integrate the extracted knowledge through constructing response implementation process fragments. The method of constructing process fragments based on instantiation atomic activities and relations among them is given. Thirdly, this paper proposes the method of generating response implementation process based on process fragments. Finally, taking the dangerous chemical accidents as example, this paper gives the examples of extracting atomic activities, constructing process fragments and generating response implementation process, which verify the usability of the given methods and the effectiveness of process fragments.This is the route of this paper:from constructing response implementation atomic activity model to extracting instantiation atomic activities and relations among them, to constructing response implementation process fragments, to generating response implementation process. This paper helps to effectively and synthetically apply the knowledge in emergency supporting documents to emergency response, thereby provide strong support for emergency workers.
