With the rising of new public service thoughts, more and more countries are starting to pay their attentions to the issue of government transformation. After putting forward the idea of constructing service-oriented government, one of the instructive principles of reform practices in our country, our government gradually seeks the feasible strategic choices of service-oriented government construction. Essentially, our government is a development-oriented government. Economic development oriented government is unfavorable to social development in the long run, although it has certain rationalities and values. This paper defines the concept, essence and characteristics of development-oriented government, explores its historical limitations and concrete manifestation and analyzes the reasons. In addition, this paper points out that the transformation from development-oriented government to service-oriented government is an inevitable trend of history. At last, this article shows that the key points to successful government transformation are setting up concept of modern government, correctly handling the relationships among government, society and market, as well as profoundly changing development mode.
