China is in a critical period of building a moderate prosperous society, with the development of the socialist market economy and socio-economic restructuring, public sector reform, including party and government organs, social organizations, including state-owned enterprises and institutions are in-depth. Transformation of government functions and deepening of the administrative reform, is bound to implement public sector management at this stage there have been public utilities privatization and diversification of public services, expand the field of public administration, public administration institutional innovation, the enhanced role of NGO new trends, changes in public sector human resource management concepts, systems and patterns will become a major part of the reform as a guide to modern human resource management thinking, establishment of management systems and methods compatible with the socialist market economy inevitable development trend of China’s public sector personnel management.On the basis of previous research, a systematic analysis of public sector human resource management, focusing on the development status of public sector human resource management, public sector human resource management problems and countermeasures, and a modern enterprise Human Resource Management for the evidence, to learn from the corporate human resource management to promote the idea of public sector human resource management to enhance, and also conducted a preliminary study of the basic disciplines of public sector human resource management.This study not only theoretical significance, but also the strengthening of public sector human resource management, promote the upgrading of public sector human resource capacity to deepen personnel system reform of administrative institutions, and to seek social and professional development path, play a public human resources development and use of market mechanism, the use of market functions of public human resources development, mobility and configuration with a high practical value.
