Assessment system has a long history, the purpose ofwhich is in charge of personnel administration. But untilmodern times when the republic of China was established, andall things changed from old to new, the government tried tointroduce and establish the civil servant system from thewest. Under the impact of Mr. Sun yat-sen’s thought of"Separation of Five Powers", the examination right wasseparated and combined with the ancient Chinese assessmentsystem, which set civil servant assessment as a standard ofpersonnel system, striving to achieve the modernization ofthe administration and management in short time. However,because of the environmental influence of domestic andforeign, this series of innovative system was distorted andmutated, which underscore the tough transition of Chinesepolitical system from ancient to modern times, and we canlearn lessons from that.This paper will be divided into five chapters, thecontent of the first chapter is about establishment of theAssessment Department of the KMT government. Under theimpact of Mr. Sun yat-sen’s thought of "Separation of FivePowers", assessment bureau has become an independentinstitution since the republic of China was founded.The second chapter generalizes the civil service systemof the republic of China, including screening andregistration, distribution and appointment, classification and salary of civil servant, merit and punishment system,retirement and death annuity. But as a matter of fact, theprocess of assessment was unworthy of the name.The third chapter basically analysis the performance ofthe civil service system of the authoritarian republic ofChina. The achievements of which include the improve theefficiency of government and legalization, establishmentof human resources system in modern times.however,there are many obvious problems. The staff is toohard to get distribution and appointment, the failureof curb the nepotism, which made the Civil servantsgroup was less bureaucracy.The fourth chapter analysis the characteristics of theassessment system of the republic of China, as acombination of Chinese and western, it featured theparty state system which insisted on the principle ofthat party members were first. In addition, it had thecharacteristics of the personnel management system inwestern modern times included legalization, merit,permanent position, scientific management.In chapter5on the basis of summing up, from the pointof system construction, scale and subsistence guarantee,draw valuable lessons that will benefit to the managementcivil servant in modern times, which will be helpfulto the building of civil servant management system.
