Research On Countermeasure Of Principal Officials' Comeback Path In China

Accountability is a type of personnel management system, which is originated from the West, its application in China was after the reform and opening-up. With the continuous development and reform of China's political system, accountability has become an important part of it. “SARS” had outbreak in 2003, and a large number of officials had hidden the epidemic situation, the Central Committee of CPC had taken the lead in accountability. It is the prelude and iconic event of China's accountability. During these years accountability in China had establish the corresponding laws and regulations, initially established a system of accountability, forming a basic administrative accountability path. In recent years, however, some of the officials back to work again and brought many problems in the back process. Although China has established laws and policies to regulate accountability, these laws and policies need further improvement. The study on accountability in academic filed is in the primary stage, of the overall accountability system at an early stage, these aspects led a leak in officials' comeback process. These leaks have brought negative impact in society, such as weaken the party's governing ability, reduced the government credibility, and affected the harmony of the whole society.The paper on the basis of the academic research, to discuss the officials comeback issues in more in-depth and detailed way with references and suggestions to complete the accountability comeback system in China.
