The reform of administrative system in China is along with reform and opening-up. To deepen reform of administrative system is not only a necessity for accommodating reform of socialism market economy system, but also a demand of deepening political restructuring. As a special economic zone, Shenzhen is called a "window" and "proving ground" by people in China. As with its economic reform, Shenzhen plays a role of "experimental field" in administration reform of China, and has explored a series of innovative modes for past over30years. Shenzhen is a special window to observe the past reform and future tendency of regional administrative system.The thesis consists five parts.Part Ⅰ, the basic connotation and correlative theory about administrative system reform. First, this section defines the basic connotation and dimension geometry on administrative system reform. Then it illustrates the relations between administrative system reform and economic reform, as well as political system reform. It also introduces correlative theory about administrative system reform, included the famous Western New Public Management Theory, such as Principal-agent theory, Public choice theory, Governance theory, and indigenous theory, such as "T" letter Transition theory and "Administrative power Trisection" theory.Part Ⅱ, I made a comprehensive analysis and presentations, based on different periods and backgrounds, of Shenzhen’s administrative system reform since the reform and opening up. It includes:Features of the administrative system under the Planned Economy; Institutional reform adapting to a market economy in the1980s; Administrative reform that focused on transformation of government functions and improving administrative action in the1990s; New attempts of reform driven by a sense of crisis from2001to2007; Practice of overall innovation in system and building a service-oriented government.Part Ⅲ, article rethinks the current administrative reform in Shenzhen, and analyses the existing problems from three aspects. In reform of super-ministries system, problems are:existing "Path Dependence" phenomenon and causing conflict of administrative culture; reform trap caused by Isomorphic Responsibility; checks and balance mechanism and coordination mechanism of power within the administrative system is not sound; the preparation of allocation and the division of functions doesn’t match; the construction of administrative regulations is hysteretic. In reform of primary management system, there are problems such as lack of overall reform planning, transformation of government functions are not in place and imperfect in community governance system. In reform of civil service system, there are problems such as limitations of sorting scheme, lack of integration in category management.Part IV, for administrative reform in Shenzhen, I put forward concrete measures on the analysis basis by means of the theory and practice. They are:improving super-ministries system; promoting the reform of the administrative level and optimizing the urban grassroots governance; deepening the reform of the civil service management and improving the dynamism and vitality of the civil service.Part V, a summary for this paper.
