The core of civil servants’welfare and security system is the related payment flexibility management system, which is an important part of the civil servant system and the entry point of the entire reform of the social income distribution. The reasonable degree of the design of payment flexibility management system will not only affect if it meets the social satisfaction but also affect the fairness of civil servants payment; thus affecting the working enthusiasm of civil servants and their stability. Even more, it also shows impact on the efficiency and fairness of the income distribution of the society since the income of civil servants has demonstration effect to the public organizations and other working groups.There are two important research directions in civil servants payment flexibility:First, the dynamic balance between civil servants payment and workers from non-public organizations, as well as the public organizations including the professions like teachers, health workers and other groups; second, the connection between civil servants payment and performance. In this paper, the author mainly studies the first direction. At present stage in our country, the civil servant payment is in the key position of public organizations. Usually, the payment of others (teachers, health workers) from public organizations is in accordance with civil servants payment. In some countries or regions, teachers and health workers are among the public servants group; thus there does not exist the dynamic balance between the civil servants payment and that of others from public organizations. Therefore, the focus of this paper is the fairness between the public servants payment and that of workers from non-public organizations, and especially the related reasonable degree in the management system of payment flexibility.The first chapter of this paper mainly tells the theoretical and practical meaning of this research, the core categories of payment flexibility and payment flexibility system mentioned in this paper, the development and shortcomings of the related researches in and abroad; the second chapter elaborates some basic theories (human capital theory, wages and compensation theory, fairness theory, etc.); the third chapter discusses the related international experience and enlightenment, which focus on the decentralized model from the united states and centralized model from Japan which has broader flexibility management system of public servants payment; the forth chapter is one of the key parts of this paper, which expounds the related work in two means of practical research (questionnaire and expert interview), especially the problems found in the design of flexibility management system of public servants payment in our country based on the two means mentioned in the previous sector in this chapter; the fifth chapter is another key part, the author tells the basic innovation orientation of flexibility management system of civil servants payment from the following aspects:organization mechanism, information transmission mechanism and index mechanism; this paper gives its brief conclusion in the sixth chapter.
