The payment system of the civil service plays an critical role in the system of the civil service. The scientific and reasonable system of the civil service can motivate the enthusiasm of the civil service and improve the efficiency of the work. therefore, the salary of the civil servants not only influences the benefit of the civil servants but also exerts an influence on the politics, the economics and the culture. Howerve, there has a lots of shortages about the salary management of the civil servants in china. The government should pay more attention to some questions. For example, how to design the salary of the civil servants, how to manage the salary of the civil servants, how to modify the salary of the cilvil servants. These problems have important significance to enroll the talented people to join the civil service, to guarantee the stability of the civil service, to stimulate the enthusiasm and initiative of civil servants and to improve the efficiency of the civil service.This paper defines the salary of civil servants and other related concepts. It also analyzes some factors about affecting the salary of the civil servants and discusses the principles of the established payment of the civil servants. In terms of the management of the salary of the civil servants, there has a comparasion between some advanced counties. We can get several suggestions about the salary of civil servants by analysing the principals, standards about the the salary of foreign civil servants and the benefits. This paper includes a couples of drawbacks about the salary of civil servants and give some advices about the salary of civil servants.This paper includes some several chapters to discuss the payment of the civil servant. The first chapter one explains some concepts about salary and the payment of the civil servant, analyses the factors of influencing the payment of the civil servant and explores the principle about formulating the payment of the civil servant. The chapter two makes a comparison about the payment management of foreign civil servants. It analyses the principle of the payment of the civil servant, the standard of salary and benefits, finds suitable practice in china. The chapter three gives us enlightenment about the payment management of foreign civil servants. In view of the previous analysis of the problems existing in the current civil servant compensation system in our country and the reasons, and draw lessons from the beneficial experience of foreign civil service pay system, puts forward five Suggestions of perfecting our country’s civil service pay system.
